Major framerate problems

Okay, well i have horrible FPS that fluctuate from around 2 to 7.It makes no sense to me since i have the AMD FX 8350 at 4.2Ghz (8-core). Also when i play it seems to stay idle, if i play battlefield the fan roars but when i play fsx the fan just hums quietly. I have tried tweaking fsx.cfg and even if i put all graphics to low i get the exact same fps.

AMD FX 8350 at 4.2
Gigabyte radeon HD 7950 3GB
16Gb gskill ripjaws
500gb HDD
Gigabyte 990FXA-D3 motherboard
650 watt power supply

Hi. Check to see that ther is npt perhaps an antivirus or external program chewing up your framerates.
