lights whit more values

How can i make a led go on, on particular values.

The flap extende has to go on when the flaps have reached there positions up to flap ten. Flap transit has to go on when the flaps are in transit until it has reached flap ten after that the flaps extended stay's on and the flaps transit stay off.

How can i tell phidgets in the offsets to do this???

Also i have the offsets for the below / glide slope but it doesn't work.
